  The Palgrave Handbook of EU crises comprehensively explores the European Union’s institutional and policy responses to crises across policy domains and institutions – including the Euro crisis, Brexit, the Ukraine crisis and other foreign policy crises, the migration crisis, the legitimacy crisis and the global health crisis resulting from Covid-19. It contributes to our understanding of how crises affect institutional change and continuity, decision-making behavior and processes, and public policy making. If offers a systematic discussion of how the existing repertoire of theories understand crises and how well they capture times of crises and events of disintegration. More generally, the handbook looks at how public organizations cope with crises, and thus probes how sustainable and resilient public organizations are in times of crisis and unrest.

  Has the Euro succeeded in making Europe less exposed to financial instability originating in the US and less dependent on the dollar? Are Transatlantic monetary and financial relations as fractured as seems to be the case in issue areas like trade and security? In this paper we will argue that the best answer to both questions is no: The birth of the Euro and the onset of financialization are two major structural changes since the end of the Bretton Woods phase of American hegemony, that have off-set each other. The EMU - with all its inherent weaknesses not-with-standing - have in some respects increased the independence the Euro, while financialization have created new dependencies between European banks and US financial markets. The subprime crisis revealed that the two continents are deeply enmeshed in a relationship of financial interdependence, and crucially, when push came to shove in 2008, it became clear that in matters of financial stability the US was still the hegemon and, in this issue area, functionally benevolent.
